This is a curriculum and guide for training government officials on observing human rights and countering stigma and discrimination against gay men, other men who have sex with men and transgender people. It is intended for trainers and training groups that plan to work with healthcare workers, civil servants, and law enforcement agencies. The training guide is available in Russian and English. The ECOM website also offers slide presentations for the training (in English).
