This report, produced by UNICEF on behalf of the 11 cosponsors of UNAIDS, documents how meaningful partnerships between United Nations agencies, civil society organizations and communities are driving progress in the global AIDS response. It demonstrates why community-centred action is essential for lasting change — and what becomes possible when those most affected are supported to lead.
Across regions and contexts, the report shows how community partnerships are expanding access to HIV prevention, treatment and care for children and adolescents, young mothers, and key populations — including those living with HIV in humanitarian settings and crisis contexts. Peer-led models, youth-friendly services, legal protections and psychosocial support are among the approaches helping to reduce stigma, close treatment gaps and strengthen resilience at the community level.
Yet the report also sounds a warning. Progress achieved over decades is now at risk, as abrupt funding cuts in 2025 have disrupted HIV services and undermined access to testing, treatment and prevention for the people who need them most. Renewed commitment to community leadership — backed by sustainable financing and meaningful access to decision-making — is essential if the world is to end AIDS as a public health threat by 2030.
