HIV & SRHR SBC Toolkit for Adolescents and Young People in ESA Region: Question & answer resource documents

As part of the 2gether 4 SRHR joint UN programme, UNICEF ESARO in collaboration with Y+ Global and UNFPA ESARO, developed six key question and answer (Q&A) resource documents on HIV and SRH for adolescents and young people in ESA. The toolkit has been developed to assist country teams in improving knowledge and understanding, driving adolescent and youth engagement and behaviour change,​ and promoting uptake of services in ESA. The content has been developed with adolescents and young people. Part of a broader toolkit, the content is intended for adaptation and use across multiple SBC platforms, including digital approaches scripts for radio shows and peer counselling sessions.

Care and Support for Adolescents Living with HIV/AIDS in School Settings: Perspectives of Teachers and Administrators in the Southern Highlands of Tanzania

Adolescents living with HIV (ALHIV) encounter diverse challenges in school settings that impact their well-being and academic performance. This UNICEF-supported study sought to delve into the viewpoints of teachers and administrators regarding the care and support accessible to ALHIV in schools in the Southern Highlands of Tanzania. 

Various forms of support for ALHIV in schools were identified. Schools had designated health teachers/matrons/ patrons responsible for addressing health-related issues, including those affecting ALHIV. Assistance for clinic visits and medication adherence was readily available. Peer clubs were established to combat stigma and discrimination while providing additional support. Nevertheless, challenges such as staff members’ limited knowledge and skills, reluctance to disclose, inadequate nutritional support, and insufficient backing from regional and district administrators persist.

The study also pinpointed areas for enhancement, such as capacity building for teachers and staff, bolstering support for disclosure, offering nutritious dietary options, reinforcing peer clubs, and fostering collaboration between the education and health sectors. These findings can inform the development of comprehensive interventions to support ALHIV in school settings better, ultimately advancing their well-being and academic achievements. 

Global standards for quality health-care services for adolescents: Standards and criteria

Global initiatives are urging countries to prioritize quality as a way of reinforcing human rights-based approaches to health. Yet evidence from both high- and low-income countries shows that services for adolescents are highly fragmented, poorly coordinated and uneven in quality. Pockets of excellent practice exist, but, overall, services need significant improvement and should be brought into conformity with existing guidelines.

The WHO/UNAIDS global standards for quality health-care services for adolescents aim to assist policy-makers and health service planners to improve the quality of health-care services, so that adolescents find it easier to obtain the health services that they need to promote, protect, and improve their health and well-being, according to their needs. 

This publication presents global standards for quality health-care services for adolescents, as well as an implementation guide and monitoring tools.

Global Accelerated Action for the Health of Adolescents (AA-HA!) - Second edition

This second edition of AA-HA! guidance to support country implementation builds on the first edition published in 2017. It is a collaborative effort spearheaded by the World Health Organization in collaboration with UNAIDS, UNESCO, UNFPA, UNICEF, UN WOMEN, the World Food Programme and PMNCH.

Building on the solid foundation of the first edition and voices of adolescents and young adults around the world, this multi-agency product has evolved to incorporate valuable learnings from the past six years, including of the COVID-19 pandemic's impacts. Latest estimates of mortality and disease burden, updated evidence, and a broader focus on wellbeing make the second edition a cutting-edge resource for policy makers in the area of adolescent health and well-being.

AA-HA! 2.0 offers insights into the current health and well-being landscape of the world’s over 1.2 billion adolescents, underlining evidence-based solutions and presenting strategies for priority setting, planning, implementing, and evaluating health and well-being programmes. The inclusion of key implementation strategies and real-world case studies make this guide a practical tool for governments in designing and implementing a new generation of adolescent health and well-being programmes.

 

Translating evidence into practice

With support from the Joint UN 2gether 4SRHR programme, a research partnership with the University of Oxford and University of Cape Town was established with the aim to improve HIV, SRH, and the overall well-being of adolescents by providing sustainable and scalable services. The partnership, which was ongoing from 2018 to 2023, investigated drivers of HIV and SRH risk in adolescents, and was committed to generating and using the latest evidence to propose practical solutions, shape programmes and guide decision-making for adolescents.

The results of the partnership are being used in integrating evidence into programming for adolescents throughout the region. They are summarized in a synthesis report, along with the six evidence-to-action briefs featured here.

Leveraging the Learning from HIV Programming for Pregnant and Parenting Adolescent Girls

This brief, the first in UNICEF's new Leveraging the Learning series, sets out to leverage the learnings from holistic, integrated, multisectoral, and age- and gender-responsive approaches to respond to and reduce early and adolescent pregnancy, support young mothers, and improve health and well-being outcomes for adolescent girls and their children. 

Highlighting promising practices for pregnant adolescents living with HIV, the report is relevant for efforts to support all pregnant adolescent girls, regardless of their HIV status.

Cash Plus: An Adolescent Livelihood, Health and Well-being Intervention as part of Tanzania’s Productive Social Safety Net Programme

For adolescent boys and girls, transitioning to adulthood means facing significant social, health and economic risks. These include a lack of economic opportunities, early marriage and pregnancy, sexually transmitted infections including HIV, violence, abuse and exploitation. To support a safe, healthy and productive passage to adulthood, the Tanzania Social Action Fund (TASAF), the Tanzania Commission for AIDS (TACAIDS), UNICEF and other key stakeholders have developed, implemented and evaluated an intervention where social protection and economic empowerment interventions are combined with sexual and reproductive health education and services as part of the Tanzanian government’s cash transfer programme, the Productive Social Safety Net (PSSN).

The resources available include a project brief with a summary of the programme components and impact evaluation, as well as research briefs and reports from the baseline, midline and third wave of data collection.  

 

Flourish: A Toolbox for Girls and Young Women Leaders on the Frontlines of Gender Justice in Health

A toolbox developed by and for girls and young women leaders pursuing gender justice in health and well-being for girls and young women like ourselves. It includes information and resources that we, as young women and girls, can use to strengthen our advocacy and target our service provision across multiple domains of the Sustainable Development Goals (SDGs) framework, including in HIV prevention and treatment, human rights, and sexual and reproductive health.

HIV Treatment, Care, and Support for Adolescents Living with HIV in Eastern and Southern Africa: A review of interventions for scale

Adolescents in Eastern and Southern Africa (ESA) are key to achieving the global goal of ending the AIDS epidemic by 2030. ESA is home to 1.74 million adolescents living with HIV (ALHIV), representing 60 per cent of this population globally. In 12 ESA countries, AIDS is the leading cause of adolescent mortality. While there is an increasing focus on adolescents, the pace of progress remains slow, especially when compared with the growing needs of ALHIV.

It is time to deliver programmes at scale to address the needs of ALHIV, accelerating evidence of interventions producing results or showing significant promise for scale. This document examines and consolidates the current experiences of ALHIV programming in the region to support further implementation and scale-up of evidence-driven models. The findings serve as a call to action and the key considerations as a guide for governments and funding and implementing partners in scaling up service delivery to ALHIV.
